Since November 2020, the conflict has escalated to a near-national scale, resulting in mass killings, rape, starvation, destruction of vital infrastructure, forced displacement, arbitrary detentions, and reports of violations against civilians in the Amhara region.

The commission emphasizes the gravity of the situation and expresses particular alarm at the unfolding violations against civilians in the Amhara region. It cites an increase in mass arbitrary detentions, as well as at least one drone strike carried out by state forces, which have further contributed to the deteriorating human rights situation. Meanwhile, a curfew has been imposed in the region, and a militarized “Command Post” system operates without civilian oversight—raising concerns about potential human rights abuses.

The report further highlights the urgent humanitarian needs in the Amhara region, with nearly two million people requiring health assistance. Simultaneously, in Tigray, Eritrean forces continue to commit rape and sexual violence against women and girls—with the commission noting a pervasive policy of impunity and continued support from the Federal Government. The long-lasting trauma resulting from these atrocities is projected to have intergenerational ramifications.

In response to these revelations, the commission calls for a credible process of truth, justice, reconciliation, and healing. It heavily criticizes the Ethiopian government’s consultation process for its failure to effectively prevent or investigate violations and highlights its shortcomings.

The International Commission of Human Rights Experts on Ethiopia was established by the UN Human Rights Council in December 2021 and comprises three independent human rights experts.
